Local Taxation and Incentives

The City of Eagle has established policies and procedures for incentives in an effort to develop and expand the local economy by promoting and encouraging development and redevelopment projects that enhance the City's economic base and economic diversity and expand job opportunities. 

In furtherance of these objectives, the City will, on a case-by-case basis, give consideration upon request to providing economic incentives to applicants in accordance with the policies and procedures.  The policies and procedures are not intended to obligate the City to provide economic incentives to any applicant. The decision whether to approve or deny economic incentives for any applicant shall be at the discretion of the Council; no program or agreement is effective unless and until it is approved by the Council.

To be considered for incentives, a project must:

  • Result in an increased taxable value for the City in real property taxes and/or increased sales and use tax (excluding inventory and supplies);
  • Provide an overall positive economic benefit to the community;
  • Have a meaningful investment in the community; and
  • Result in new, high-quality, or needed jobs within the City.

Incentives will be based on several qualifying factors, such as; project investment, the number of new jobs created or jobs retained, payroll wages, type of industry sector, and overall economic benefit to the community.  Any request for incentives must be approved by the Mayor and Eagle City Council.

Eagle Urban Renewal

Urban Renewal is an economic development tool available in Idaho. The City of Eagle works with its Urban Renewal Agency, the Eagle Urban Renewal Agency (EURA), to identify, plan, and support private and public economic development efforts. Properties which are located within an urban renewal district may be able to utilize urban renewal funds to mitigate extraordinary impediments to development.  

State Taxation and Incentives

Companies can also benefit from a variety of tax credits, incentives, exemptions, and workforce training grants.

Idaho Tax Reimbursement Incentive (TRI)
The Tax Reimbursement Incentive (TRI) is a performance-based incentive featuring a tax credit of up to 30% for up to 15 years on new state tax revenues generated by companies seeking to expand in or relocate to Idaho by adding new, qualifying jobs.  Learn More.

Data Center Sales Tax Exemption
New data centers choosing to locate in Idaho will be eligible for sales tax exemption on server equipment as well as construction materials used in the construction of the data center facility.  Learn More

Idaho Business Advantage
If your business invests at least $500,000 in new facilities and creates at least 10 jobs paying at least $40,000 a year with benefits, you may qualify for a wide package of incentives, including tax credits, sales tax rebates, and property tax exemptions.  Learn More

Property Tax Exemption

Businesses investing at least $500,000 in new or existing non-retail, commercial or industrial facilities, may qualify for a full or partial property tax exemption for up to five years.  Learn More

Idaho College Savings Program Employer Tax Credit
Employers are eligible to receive a 20% tax credit for contributions made to an employee’s IDeal college savings account. The tax credit is capped at $500 per employee, per taxable year.  Learn More

Workforce Development Reimbursements
Receive up to $3,000 in cash reimbursements for the training of new, full-time employees or for helping retain employees facing permanent layoff through workforce development training reimbursements.  Learn More
